usdrt.scenegraph: USDRT Scenegraph API for Kit

This extension loads the usdrt.scenegraph plugin and adds the USDRT Python bindings into the Python path for Kit.

USDRT is developed out of the usdrt repo and delivered via the usdrt packman package. This extension is the meant to be the singular load point for the usdrt.scenegraph plugin within Kit.

This release of USDRT is intended for early exploration and experimentation, primarily for internal Kit developers. A public release with public documentation will follow. Internal documentation available in GitLab pages for the usdrt repo.
